Norrington never switched sides in the third movie and is currently alive and well still working for the British navy. He still loves Elizabeth but she likes pirates not navy so what can he do? Elizabeth thinks that he is dead but he's really not but even if she did know that she probably would have still chosen Jack because Norrington killed her father and she's pro pirate not pro navy.
