Nice work. I enjoyed the premise, and it was fairly well-written. The best bits were the most lurid: your detailed descriptions of the women's deaths by strangulation. Those scenes read very realistically.
I think the story works fine without the epilogue, because it adds a fantasy/supernatural element to an otherwise realistic story. Perhaps you should consider removing the epilogue and making it a tale all its own?

I thought the ending was excellent, she's had that coming since Cruel Intentions! Despite Sebastian's change of heart at the end he was never gonna end up anywhere else. Earlier in the story, Blair's garotting was quite poignant compared to Kathryn's. Nicely emotional then kicking up again with the necro bit. Good one!
